Carefully slice the hoagie roll in half lengthwise and place it cut-side up on a baking sheet lined with parchment paper.
In a small bowl, combine the extra virgin olive oil, garlic powder, Italian seasoning blend, salt, and pepper. Brush the mixture onto the inside of both halves of the hoagie roll.
Layer the sliced salami evenly over the bottom half of the roll, followed by the mortadella, and then the capicola.
Lay the slices of provolone cheese over the meats, allowing them to overlap slightly. Add the roasted red peppers and sprinkle the fresh basil leaves on top.
If desired, add the optional hot pepper rings atop the basil and roasted peppers.
Gently place the top half of the hoagie roll over the fillings and press down lightly.
Sprinkle the grated Parmesan cheese generously over the top of the sandwich.
Wrap the sandwich tightly in aluminum foil and place it in the preheated oven. Bake for 15-20 minutes, or until the bread is golden brown and the cheese has melted.
Once baked, remove the sandwich from the oven, let it cool for a couple of minutes, slice into portions, and serve warm.
