In a large mixing bowl, combine the halved baby potatoes with olive oil, smoked paprika, black pepper, and half of the minced garlic (2 cloves). Toss the potatoes well to ensure they are evenly coated with the seasonings.
Transfer the seasoned potatoes onto a large baking sheet, arranging them in a single layer for even cooking. Place the sheet in the preheated oven and bake for about 15 minutes.
After 15 minutes, carefully remove the baking sheet from the oven. Add the sliced kielbasa on top of the potatoes. In a small bowl, whisk together the honey, soy sauce, and the remaining minced garlic (2 cloves). Once mixed, drizzle this sauce over the kielbasa and potatoes.
Gently toss the kielbasa and potatoes on the baking sheet to ensure they are well coated with the honey garlic sauce. Place the sheet back in the oven and bake for an additional 10 minutes.
After the 10 minutes, remove the baking sheet from the oven once again. Add the trimmed green beans to the sheet and toss them in with the kielbasa and potato mixture to coat them in the sauce. Return the pan to the oven and bake for another 10-15 minutes, or until the potatoes are tender and slightly caramelized, and the green beans are bright and tender-crisp.
Once cooked, take the baking sheet out of the oven. Garnish the dish with freshly chopped parsley for a pop of color and flavor.

For a rustic presentation, serve the meal directly from the pan.
